My medical records and billing charges are considerably different. I have tried to resolve this issue with the hospital for over two years now. During this time, they turned my account over to a collection's agency. Is it legal for the hospital to do this?
Also, they have taken state tax refund money from me - with no resolution, no contact, and refusal to reverse the request even when I reminded them in writing that the bill was in dispute, and I've yet to hear from the hospital regarding a resolution.
Do I have any recourse?

yes, they can.
Yes totally legal. Here is your problem... you needed to get legal counsel very soon after the first 90 days. Letting it drag on two years is going to hurt your case. Most people would have gotten this straightened out long ago. In any case, seek out a lawyer.. that is all you can do at this point.
Yes, they can. You should have consulted an attorney long ago. Count on losing this case and learn from it. From now on, get an attorney. I know of no recourse since they have already begun to collect their money from your tax check. If they are getting your tax check you have already lost your case. My daughter was a paralegal for an attorney firm and said if the hospital got your tax check the case has been settled and you lost. That's why you have not heard from them.
